NEWS FLASH

Extended benefits might be extended again!!  The current jobs bill before congress, a bi-partisan effort, would extend benefits for those who have run out.  It would also extend the subsidy, currently set to expire in March, for insurance premiums on COBRA. Hopefully, this bill will be passed before the congress goes on an extended break for President's Day.

Introduction to Unemployment Compensation Made Easy

I worked in a field office and dealt directly with those applying for unemployment and understand their feelings, and sometimes distress, over losing their jobs. 2008 Extensions

THIS IS THE FIRST EXTENSION.

On June 30, 2008, the Supplemental Appropriations Bill, H.R. 2642, was signed into law. It provides for extended unemployment compensation up to 13 weeks for unemployed workers who have exhausted their regular unemployment benefits. The law became effective July 6, 2008, and is scheduled to end March 31, 2009. To be eligible for this extended unemployment compensation, you must have filed a claim for uc benefits after May 2, 2006, and have exhausted all regular unemployment compensation under any state, federal, or Canadian law. The key here is ‘exhausted’, which means that you ran out of benefits and still have some time left in your uc benefit year. If your benefit year runs out and you can re-qualify for regular unemployment compensation, you will be taken off this extended unemployment compensation and go back on regular uc benefits. If you again run out of regular unemployment benefits before this extention ends on March 31, 2009, you can go back on your EUC claim. If you were denied regular uc benefits and have not purged the denial, you will not be eligible for this extension. However, allow the uc office to determine your eligibility and file for the extension.

SECOND EXTENSION 

Congress has passed another extension of unemployment benefits and President Bush has signed it.  This extension will be in addition to the first 13-week extension.  But it is only for seven weeks for most claimants who are running out of benefits.  There may be 13 weeks for those living in states with high unemployment rates but there has been no information on what constitutes a high unemployment state.  To see how your state rates click here:  How does my state rate? 

 

Most recent extension.   President Obama signed the bill giving another extension of uc benefits.  Everyone gets another 14, that's fourteen, weeks and those states which have 8.5% unemployment or higher will get an additional six weeks.  Now it is possible to receive up to 99 weeks of unemployment benefits in those states hardest hit by the job slump.  That's only five weeks short of two years.  This is great because many cannot qualify for a new claim after the first claim's benefit year expired.

UNEMPLOYMENT COMPENSATION BENEFITS AND FEDERAL TAX FILING

ANSWER: You should receive a 1099-G about the end of January or the beginning of February which states the amount of UC benefits you received and the amount of income tax you had withheld, if any. Use these figures under unemployment compensation on the tax form. Be sure to use the amount of income tax withheld because this is a credit against the total benefits you received. Keep the 1099-G as it contains other information you may need to file your Federal taxes, such as the Federal Employer Identification number.

UNEMPLOYMENT FORECAST BLEAK

UNEMPLOYMENT IN THE NEWS

The unemployment rate dropped to 9.7% for January!  This is the second straight month for it to drop.  In December it dropped to 10.0% from 10.2% in November.  Hopefully, this trend will continue.

As of January 30, 2010 the figure for seasonally adjusted initial claims was 480,000, an increase from the previous week's revised figure.  The past 4-week average of initial claims being filed was 468,750, an increase of 11,750 from the previous week's revised average of 457,000.  The 4-week moving average is supposed to smooth out fluctuations in the weekly figures. This doesn't look good.

 

STATE SPECIALS

Trade Adjustment Assistance is now available for certain unemployed persons in many states.  Even if you don't find your state among those listed below, contact your local unemployment/job office to see if anything is available for you.  Although I try to post as many different announcements as possible, I may not find them all.  Your state should contact you if you are eligible but don't rely on this happening.  This assistance is for those directly impacted by foreign competition. 

CALIFORNIA  New United Motor Manufacturing Inc.workers laid off in Fremont are now eligible for TAA benefits due to foreign imports.  Contact your local unemployment agency.

 

MICHIGAN  Laid-off workers in the West, Southeast and Mid-Michigan regions will benefit from a federal grant committed to retraining.  Contact your local unemployment agency to see if you qualify. 

MAINE   Laid-off workers from General Electric Security Inc. have access for additional funds for training etc.  OLD  Workers at RR Donnelley and Standard Insurance Co. can receive skills assessment, individual career counseling and occupational skills training thanks to money provided by the federal government.  Contact your local unemployment agency to see if you qualify.

VERMONT  $1,559,978 in back wages will be paid by SI International SEIT Inc.  The employer has until the end of the month to pay misclassed employees the prevailing rate.

WEST VIRGINIANS can now get prescription drugs free after a $30 application fee, if they qualify.  Call 304-414-5935 or go online at http://www.wvrx.org/ .

NEW JERSEY has a drug registry online for over 150 prescribed medications for comparison shopping.  Go online at http://www.njdrugprices.nj.gov/ or call 800-242-5846.

DELAWARE  General Motors workers in Wilmington are eligible to apply for Trade Adjustment Assistance.This means they can go to school under the TRA program while collecting unemployment benefits.  Contact your local unemployment office for further information.

KENTUCKY  Those unemployed and receiving TAA can be eligible to receive 80% of their health insurance premiums.  Contact your local unemployment office.


24 STATES — Arizona, Arkansas, California, Colorado, Idaho, Illinois, Indiana, Iowa, Kansas (new), Maine, Massachusetts, Michigan, Mississippi, Missouri, Nebraska (new), New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania(new), Rhoed Island(new), South Carolina, Tennessee, Texas, Virginia, Washington, West Virginia (new) and Wisconsin.  If you are laid off or working reduced hours because of foreign imports, contact your local unemployment office for further training and possibly extra unemployment benefits.

MASSACHUSSETTS - Those laid off from information, manufacturing, retail and transportation industries now have access to dislocated workers' services.  Call your local unemployment office to see if you qualify.  NEW  Those laid off from financial services have access to dislocated workers services.  Call.

OHIO - Workers at the Cleveland Casting Plant and Delphi auto supplier facilities are now eligible for TAA.  Contact your local unemployment office for details.

OREGON - Those laid off from Monaco Coach Corp. can now have access to dependent care and transportation assistance, in addition to other services.  Those laid off from Cessna Aircraft Co. may have access to re-employment services.  Call your local unemployment office to see if you qualify.
